Resident, not migratory
For critter shooters the draw is specific. Kalabahi Bay's volcanic black sand holds a resident cast of rare macro subjects, and because these animals don't roam far, the muck stays productive year-round.
You aren't chasing a migration. The mimic octopus, Pegasus sea moths and seahorses that make Kalabahi famous are there in March as readily as in September. That resident behaviour is why a dedicated macro trip works here.
The marine park protection helps photographers. Diver numbers per site are capped by WWF-determined carrying capacity, so you rarely share a subject with a crowd. Every visitor attends an MPA officer briefing, pays a marine park fee and holds a permit before entering the water.

Conditions are best April to November; May to September plankton blooms can drop visibility to 15 metres, which barely matters at macro distances and often means more subjects. Water sits near 25°C in the shoulder months and 31–32°C from May to September, with occasional cooler thermoclines.
No. Package quotes cover diving, guiding and accommodation, but the Alor marine park fee and permit are paid separately and are mandatory for every diver. So is DAN or equivalent dive-accident insurance, because the nearest hyperbaric chamber is in Bali and evacuation or chamber costs aren't covered by standard travel medical insurance.
